html vs xhtml

I've noticed that the html versions of the desktopguide and serverguide
don't validate because of a lack of doctype declaration. They are both
generated from trunk/ubuntu/libs/desktopguide*xsl, which in turn
incorporate the html xsl stylesheets.

If we were to use the xhtml csl stylesheets, this bug disappears.

Does anyone know:

(a) how to make the html stylesheets work properly?
(b) any good reason why we shouldn't use the xhtml stylesheets?

If the answer to (b) is no, I suggest we do that.
