AFAICS, if the relevant desktopguide-cc.omf is included, then the
translations should be included too.

I don't envisage making the docs the frontpage. I simply envisage
changing the links to the desktopguide and serverguide on the frontpage
(via scrollkeeper) to point at html versions of the documents, which can
then be opened in yelp.

Perhaps I wasn't clear, but I think you've got the wrong impression: i
don't want to make any revolutionary changes at all, same help viewer,
same upstream documents, just a couple of docs in html rather than xml.
