Problems validating kquickguide

Earlier, in edubuntu-cookbook, cc-by-sa & fdl entries were commented
due to that error. Now, i've enabled them using xincludes. serverguide
& desktopguide seems were already updated.

Earlier, xinclude.mod was included in ccbysa. But, it conflicts with
faqguide & adminguide. It reports following error:

Moreover, xinclude.mod was used by serverguide & desktopguide by
itself. So, IMHO it's not mandatory to include it in ccbysa. Hence, i
did this change. It validates all the documents in which we use
ccbysa.

Someone expert in docbook may explain why it actually conflicts ?
