style guide todos

[Matt Kirchhoff]

I noticed that the Style Guide is marked "finished" on the Project page,
yet there are a few sections still marked TODO.

Anyone mind if I finish these?

Also, some sections could use better formatting [0]; I'd like to massage
those a bit too.

[0] For example, the "Match Writing Style to Purpose" and "Match
Formatting to Importance" sections use one-sentence paragraphs without
any bulleting or other visual formatting and are a bit awkward... I
think I can clarify the statements as well as make them easier on the eyes.
