Generally, a respec MUST be done by the people doing the work, who are
putting in the patches/commits.

Please make an effort to get together with rob to discuss this question.
I would recommend a docteam meeting to discuss the respec, but if you
don't do this, the spec MUST be discussed by the people doing the work
on the guide.
