True, but that requires the extra step of looking at the diffs before
you know if it's a minor change or not.  Even a small comment like
"typo" or "format" would make it clear that it's a small change and
allow people to understand what has changed without looking at each and
every page (which is, after all, a main purpose of RecentChanges).

Also true.  And people who wanted to avoid it could write nonsense in
the comment field. But most people won't.
