Make Release Notes

Hi,

Please read http://www.ubuntulinux.org/wiki/DocteamBuildingDocumentation "Make

This is the make for Release Notes.
make rn

Please note that the PNG file 'IconUbuntu.png' is copied to the output and 
referenced as relative by the resulting HTML file. This is to enable the 
Release Notes to be copied or moved to any location independent of all other 
projects.
