OK, I don't know if there are any release notes prepared. I have asked on 
#ubuntu-devel

Yes, dunno if you have commit access to SVN. Do a checkout of SVN. Create the 
article ReleaseNotes.xml in trunk/ and make a patch.

For your DocType Decl use
