I have started implimenting this RFC as a Proposal.

I would like to suggest that team members extended and enhance from this
point.
There are many fragmented documents laying around wiki. I envision that we can
consolidate them under this point by reparenting and by modifying the base
text of 'DocumentationTeamHome' and its' subtopics.
The aim is to provide a single point of entry to everything that is the world
of Ubuntu Documentation.
