Packaging guide update

Hi all!
   I have updated the packaging guide to include a preface shamelessly
stolen from the server guide (although with a few minor typos fixed). I
also worked through the Introduction section to pretty it up a bit. So
far I haven't touched anything from chroot down. It validates and looks
ok in yelp.
