Yes I see that is fair enough. In fact yesterday I came across a user in 
#ubuntu-it who asked if a document could be translated into English: I think 
the problem sometimes is that people might not speak English. The important 
thing is that the relevant teams can coordinate translation of any 
non-English documents into English. 

However one does occasionally get documentation which is only useful in one 
language, such as documents which concentrate on a particulary popular ISP 
or something. In this case an obvious exception can be made.
