Everybody is. :) There are no fixed roles in the Doc Team really.

Not commenting on your complete post currently... but a few people are
planning a kind of "Ubuntu Book" (see:
http://ubuntulinux.org/wiki/LearningUbuntuOutline). Might be worth a
look. Contributors are welcome of course. If you like to discuss that
you may as well join #ubuntu-doc (irc.freenode.net).
