Hi Andrea

As per the website - http://www.ubuntulinux.org/support/local

" If you wish to create a list or a channel in a new language, please
discuss it on #ubuntu and let us know if you think you have enough
people to make it a vibrant community."

Then set up an ubuntu IRC channel and encourage poeple to join it.
Create the traffic on the IRC channel so that your new Italian users can
benefit from what's gone before

......and then if there is sufficient interest to create a mailing list
and forum, then those will be the next steps.

best
Lu
