[Proposal] Improve structure of directories in svn trunk/

Hello,

I would like to propose changes to the directory struture in svn trunk for 
this I have opened Bug 5016 
[https://bugzilla.ubuntu.com/show_bug.cgi?id=5016].

The following describes changes proposed in trunk/

trunk/
  debian/       (no change)
  faq/             (rn was fq2)
  userguide/   (rename was parts)
  quickguide/  (no change)
  images/       (new all images to be here)
  common/     (new all common texts such as legalnotice, global shared SYSTEM
entities etc)

mv userguide.xml userguide/

To support this change in the build I have opened Bug 5013
[https://bugzilla.ubuntu.com/show_bug.cgi?id=5013]

This is to create a Makefile that will have targets for:
all: build all documents and dist
ug: build user guide
qg: build quick guide
faq: build faq
dist: build doc systems for ubuntu distribution builders.

I have assigned these bugs to myself.

Thoughts, questions, ideas welcome.
