Why is the userguide not advancing

Hello,
	I may be missing something, but I am wondering if people are just not
commiting or if people have just stopped writing.  The userguide is not
advancing really at all.  I know I have not really put much more into it
but since it became a team project it has not really moved forward at
all.  Please let me know why this is happening, or rather let "us" know
why this is happening.  Seems the doc team is not doing much.
