Review of 11.10

Package importer updates
* most work on importer and its reliability
* cope better with launchpad downtime
* mulltiple tarballs works
* no longer pretending to be james westby
* better import ordering
* xz import recently added, still some issues

* KDE packages using weird openSUSE bz2 version causing breakage, needs pristine-tar work
* importer status: http://package-import.ubuntu.com/status/
* hope is to reduce import failures to zero but new issues will probably continue to crop up

* Bazaar - alert user when "bzr branch lp:ubuntu/*" is out of date

Requests:
* Incorporate more upstream history into the ubuntu/* history. (History stitching, etc)
* we need proper v3 quilt support in bzr, a sensible way to represent within bazaar (and this means allowing the most common workflows used by packagers, not enforcing a single one)
* upstream to ubuntu and reverse, retarget my patch to another branch
* Documentation clarification
  - eg race condition between dput and 'bzr push' (a tagged revision)
   - build from branch coming soon thanks to jelmer
* can not push to -proposed, permissions issues, ubuntu-devs should be able to queue, only archive admins can tag?
 - purpose of lp:ubuntu/foo not clear - is this branch that is published or branch being worked on? either way acceptable but decision needs taken
