I spoke a bit to wgrant about that yesterday and it seemed at least
possible.  I filed <https://bugs.launchpad.net/launchpad/+bug/812597>.

It seems like deferral won't be feasible: doing it on Launchpad would
add latency on lp for people who don't care about the ordering;
secondly we can't totally reliably tell whether the upload was
expected in Debian(?) and

Is it feasible to do this logic in the package importer instead?  (I
would expect that would lead to longer latency, but it might be easier
to change.)
