Where to see the list of merges/uploads that need review?

istr that there is a bug asking for a +activereviews-like view across
all Ubuntu packages, but the difficulty is that page might be very
large.  If not maybe there should be.

There is also some ongoing discussion and some open bugs about merge
proposal subscribers, which I think have room for improvement.
