While I agree generally with your points, it should be noted that this
one is specific to the Ubuntu project.

For Ubuntu bugs, one must be a member of ~ubuntu-bugcontrol in order
to set bug importance or use the "Triaged" or "Won't Fix" statuses.
~ubuntu-dev, ~ubuntu-core-dev, ~ubuntu-core-doc, ~ubuntu-security, and
some other teams are all members of ~ubuntu-bugcontrol. There is also
an application processes for individuals to join. It's all pretty well
documented under the Ubuntu bug triaging docs. See:

 I know that ~ubuntuone-hackers and ~canonical-kernel-team were both
recently given membership. I don't see any reason why
~ubuntu-foundations-team shouldn't be on the team as well. Contact
