Operational changes and documentation

Hi,

Our wonderful sysadmins today helped migrate the package importer to a
shared environment so that others can help administer it. Unfortunately
that can only be Canonical employees currently as it requires machine
access.

So, the following people can now twiddle with the importer if you need
something doing, you don't have to go through me:

  * igc (once he gets added to the group, sorry Ian)
  * jam
  * lifeless
  * poolie
  * spiv
  * vila

Bear with us while we work out how to do it, as some requests will still
be routed through me while they learn the ins and outs of the system.

To help them I wrote some docuementation, but it is more widely
applicable, just getting in to the details at the end. You can find it

Help improving this would be appreciated.
