This talks about IPerson's getMergeProposals only returning proposals
they /filed/ not all proposals they are eligable to perform/have been
requested to do.

This one talks about not having a per-distro review queue. It would be
nice to fix, but having the per-team review objects is a decent start,
so I think we should focus on 411357 for now.
