As far as I'm aware, xz compression was supported within dpkg prior to Lucid,
so I presume that the upgrade path from LTS to LTS is fine.
Am I missing something here?

No, Lucid has dpkg 1.15.5.6ubuntu4 and this feature was added in
dpkg 1.15.6, so a Pre-Depends is needed for LTS to LTS upgrades.<br>

You may be thinking of the xz source compression which was available
in Lucid's dpkg.<br>
