I think looking into the NEWS file is tricky, means pulling more of the package apart, and is not as consistent as the changelog. Closing bugs in Malone through upload is "talking to launchpad" and I think Daniel's idea of making sure the format can handle different kinds of conversations is absolutely sensible.
