Plucky Puffin is now open for development

We're pleased to announce that Plucky Puffin is now open for development.

Toolchain notes:
* perl 5.40 and haskell / ghc 9.6.6 already migrated to the release
pocket, to avoid entanglement with other transitions.
* dpkg-buildflags defaults to -O3 instead of -O2. This might require
changes in package builds. Please be aware that we already build with
-O3 on ppc64el, so look for possible packaging adjustments.

Auto-sync has been enabled and will run soon. As usual, we expect a
large influx of builds and autopkgtests in this initial period, which
will cause delays. Please help fixing any breakage that occurs.

Please check your uploads in a plucky chroot. See [1] or [2] for details
on how to set up such a development chroot.

changelog entry of package uploads to the archive for plucky.
