FTR, the TB ratified this draft as policy[1].

This is now documented as policy here:
https://canonical-ubuntu-governance-docs.readthedocs-hosted.com/en/latest/policy/3rd-party-software-sources/

This is a new Sphinx-based repository for this kind of documentation.
There’s only this one document there now, but unless there are better
ideas, we now have a place for this kind of thing in the future.
