PSA: retrying autopkgtests

While I've often heard Steve suggesting to use
retry-autopkgtest-regressions from ubuntu-archive-tools[1] one key
feature of it hadn't been pointed out to me until today. The script checks
to see whether or not the same test request is already running or has
already been queued. So by using retry-autopkgtest-regressions we can
reduce the load on our infrastructure and ensure we aren't running
duplicate tests unnecessarily. (Of course this should be done server
side but in the meantime use retry-autopkgtest-regressions!)
