These transitions have all been under way for quite a while now (>= 1 week).
There's of course no obligation to spend time on NBS packages in particular
during +1 maintenance, but it is always valuable to look there, as unlike
proposed-migration, NBS must be zeroed before we can release.

(BTW maybe you meant libgdal rather than libqgis?)

From my perspective, it would be particularly helpful if someone would go
through the process of filing any necessary bugs in Debian for the
reverse-dependencies of libicu70, libgdal30, libnetpbm10, and librocksdb6.11
so that we can in good conscience remove these packages from kinetic pending
Debian resolution of the build failures.
