Soft-freeze of focal-updates for 20.04.4

Hello developers and SRU members,

Just a quick heads up: as 20.04.4 is already next week, we're starting
to stabilize focal-updates for the upcoming release candidate images
(planned for around EOW). This means that things might be a bit slower
moving in focal-updates - especially after the candidate images are
built - all until 24th of February, which is of course the .4 planned
release date.

Note to SRU members and ubuntu-security: please do not release any
packages into focal-updates/focal-security without coordination with
the ubuntu-release team until 20.04.4 is released. Generally accepting
packages into focal-proposed should be okay, though best if we keep
-proposed open for any last-minute fixes, if needed.
