The missing focal ddebs have been restored

Hey there,

Status update on the focal ddebs situation.

We had a few people raising up that some of those went missing, which
was reported on launchpad
https://launchpad.net/bugs/1921940

After some investigation it does seem that indeed most of the
focal-updates ddebs vanished at some point in March. The ddebs-retriever
debug logs didn't contain enough information to figure out what happened
but there is an archive cleanup routine that basically remove any binary
that is older than 30 days and not listed by any of the indexes. A guess
is that error made focal-updates package index empty, either for real or
in the retriever cache, which did result in a cleaning of almost everything.

The ddeb-retriever is usually only importing files that got published
since its previous job. I did a special run importing everything
published since focal release which hopefully is enough to restore
everything that was missing. I checked that it at least fixed the cases
that were mentioned, gtk+3.0, gdm3, pam.

I've also added some extra debug logging and I'm going to try to make
the code more robust to errors.
