I'm surprised to hear that you think that ubuntu-devel@ isn't a wide
enough audience here. Maybe we differ in who we consider qualified? One
key aspect of driving a process change like this in Ubuntu is to have a
good working knowledge of how Ubuntu development process in this area
works already. I'd therefore only consider an existing and experienced
Ubuntu developer to be qualified.

A successful process reform might mean that other people become
qualified to drive backports in the future - and in fact I think we're
all agreed that this would be the point of any reform itself. But that's
distinct from the set of people qualified to drive the process change
itself.

If you want to disseminate this discussion more widely in places that
you think are relevant, here's your opportunity to do so.

We'll have to disagree here then. I call again for volunteers to drive
reform, but in the absence of anyone qualified actually stepping up, I
stand by my position that blocking my proposal is equivalent to
demanding that the current damaging status quo remains.
