As regards the documentation, yes, it should be dropped (or at least
hidden for now) so users are not mislead to waste time with backports
proposals and then are just met with silence.
But personally I would prefer that the backports pocket is still kept. I
have found the feature to be very useful for certain new packages. It
lets you make a new package instantly available in all the supported
releases. These are two examples of what I'm talking about:

https://launchpad.net/ubuntu/+source/ibus-typing-booster
New packages without reverse dependencies may be easily backported and
are easy to review, and there is at least one member of the backports
team around who may be willing to approve well prepared proposals.
