heat-dashboard added to OpenStack SRU exception

Hello SRU team,

I've formally added heat-dashboard to the SRU exception list at:
https://wiki.ubuntu.com/OpenStack/StableReleaseUpdates
<https://wiki.ubuntu.com/OpenStack/StableReleaseUpdates>

Heat-dashboard is a Horizon plugin to manage heat, Openstack's
orchestration service. Both Horizon, the OpenStack web dashboard, and
Heat are already included in the exception list.

This service is already included in our regression testing.
