ICU version in Ubuntu 20.04

FYI We tagged the ICU 66 release candidate a couple of days ago.
https://github.com/unicode-org/icu/releases/tag/release-66-rc

I have not yet sent the announcement because some binaries and the latest
API docs have not been posted yet. (The API docs will only have version
number changes.)
