libcuda1 removed from all releases? required for nvptx offloading in GCC

This doesn't appear to be a recent change,
https://launchpad.net/ubuntu/precise/amd64/libcuda1 et al. show no binary
package has been published in Ubuntu by that name in a very long time.  Why
does the Provides: on the individual libnvidia-compute-XXX packages not
satisfy the use case?
