Steve already answered the ICU question in a new thread and I've seen you
participated there.
To answer both, json-c seems complete except a chain of implicit
dependencies
    json-c -> kamailio -> mongo-c-driver -> icu
So json-c seems ready, but entangled with ICU right now.
