We're at 8G on ARM and POWER, so doubling just the RAM capacity *might*
be possible without much loss of builder count.  We'd need to look into
what our current memory density is like on the relevant regions, which
is somewhat fiddly due to the shared tenancy with autopkgtest and
Jenkins workers.
