Consider encouraging developers whose work you've sponsored

Hello everybody,

if you take a moment to think about whose work you've sponsored and
uploaded to the archive recently, please consider encouraging them to
apply for upload rights if you feel they're ready.

Sometimes it takes a little bit of encouragment to get to the point
where you take the plunge. Especially encouragement from a seasoned
developer will go a long way.

If you feel they're not ready yet, some general encouraging words will
go a long way as well. ;-)
