I just finished up a dep8 on strongswan, and I'm fairly confident that the
package Depends don't bring in anything that's not already in main
(in the MIR[1], one of the issues raised was things like the plugin-unbound
which linked libunbound, etc) In the re-organization for the merge
those extra dependencies are part of the
libstrongswan-extra-plugins/libcharon-extra-plugins packages, which are
only Suggests.
