Python 3.5 transition update

Am I correct in assuming that Python 3.5 as default will only happen
after 15.10 is released (for the LTS). I am just asking as I prepared a
patch for Gramps which is being reviewed and actually it could be
dropped for wily (and handled in Debian later).
