System setting for changing modifier keys?

Are there any plans to make changing modifier keys more human friendly in
Vivid (unity8 perhaps)?
AFAICT, the only way to change modifier keys (e.g. swap control and caps lock,
remap left & right alt) is to use the tried and true xmodmap, but this is far
from user friendly. For a long while now, there have been no system settings
to control modifier keys, even in unity-tweak-tool. It seems like this is a
glaring omission on the desktop. Even OS X has a very friendly, if simple,
system panel for doing the most common types of modifier key changes.
