Seeding IM engines

Hi all!

Currently the input method engines you need to type e.g. Chinese or
Japanese characters are not included on the ISO. When you install one of
those languages, a suitable IM engine for the language is pulled (via
language-selector). Otherwise you need to install the IM engine separately.

On https://launchpad.net/bugs/1164252 we are talking about the
possibility to seed suitable IM engines for a few big Asian languages.
The current 'wishlist' would mean 40+ MB additional archive space.

This is a matter of convenience for those who need to write in those
languages. By seeding the IM engines they would be able to write without
first installing either the translations etc. or the specific IM engine.
So it's a trade-off between the convenience for that target audience and
the size of the ISO.

Your input on which route we should take here would be appreciated.
