It's an interesting idea, but it would have some very weird effects for
adding PPAs or other archives, because the defaults would then result in
lots of uninstallable i386 packages in cache for systems without
[arch=i386] for the primary archive. We could change
add-apt-repository, but a lot of instructions just have people editing
sources.list directly. Seems like a lot of potential trouble.
