How to promote package from proposed to release in utopic

Hello all,

I uploaded the new version of Mame to utopic a couple of weeks ago,
and still I can't see it in the release branch:
https://launchpad.net/ubuntu/+source/mame

I remember uploading the previous version to trusty and see it landing
directly in the release branch.

I wonder what am I doing wrong:
- have I been revoked the on package basis uploading rights?
- did the uploading policy change? should I ask for sponsorship?
- is the failing build on arm64 and ppc64el the issue?

I searched the net far and wide but to no good outcomes so far, please help!
