Later in the page it is written:

To generate a Kickstart file, install the system-config-kickstart package
and run system-config-kickstart. This offers you a graphical user interface
to the various options available.

The support has been "preliminary" since 2008, see
https://help.ubuntu.com/8.04/installation-guide/i386/automatic-install.html,
so it is possible the page is just dated.
