Avoiding fragmentation with a rolling release

This would be something we could say for APIs we control.  But, given
the breadth of interfaces in Ubuntu and how few of them actually
originate from the Ubuntu project directly (and I think this is a good
thing!), assurances here would seem to be little more than fine words.
