That is an interview with the main supporter of GNOME OS. Don't take it
too literal, there is some idealism in there IMO.
"It will make it much much easier for our downstream partners to
integrate, test, and deliver their products and to make our partnership
much stronger in the process: more focused collaboration, much less
conflict."
In other words:
If you target GNOME 3.x you'll know for sure that the libraries x, y, z
are available and the versions are foo, bar and baz. At the moment any
particular GNOME version is often a mix and match of particular modules.
So you cannot target a particular GNOME version.
But I agree the article is confusing, I'll have to check that.
