It depends on what you mean.... Do you mean Apt? Apt is developed
inside Debian, and we can always need more developers, so feel free to
join us! However, Apt already is very resource-efficient.
Maybe you mean Aptdaemon, an Ubuntu-only package-management daemon. I
would suggest you to use PackageKit, which is written in C and
therefore uses much less resources and sometimes is faster. But I am
biased here, because I'm a PackageKit developer :P
Or do you mean the Ubuntu Software Center? In that regard, there are
many attempts to speed it up, so in case you mean this, please just
help us developing it or wait some time. ;-)
As an alternative, there are many Light-Software-Centers under
construction at time, which use less resources.
