Well, the spirit underlying that policy requirement is that users not be
shown aggravating prompts on upgrade asking them what to do with a config
file they haven't touched.  In some cases, it's appropriate to edit a
conffile from a maintainer script to undo damage to it that was done by some
other part of the system. :)
