Yes.  My unproven assertion is that those packages have a much lower rate of
RC bugs per package than the rest of the archive, because as core packages
they're maintained more conservatively in Debian.

Also, there are 17k source packages in universe, 3k source packages in main;
75% of the archive =~ 15k, 1/3 of main =~ 1k, I don't think that ratio is at
odds with my "vast majority" claim.
