What about extending the ballooning driver to export the page database
to the hypervisor so it can just see what pages are allocated or not?
 Ksm can consult that when considering pages to steal.  You'd also
want some way for the kernel to know when a page was stolen and has
now been returned, so it can skip zeroing it since that was already
done by the hypervisor.
